RK3399 not booting when flashing with system.img

I bought a Firefly RK3399 and followed the Rockchip Linux guide(http://rockchip.wikidot.com/linux-user-guide) to make a system file. It works perfectly on this board when flashing it with flash_tool, as described in the guide.

Then I use flash_tool on the new board I bought(which is also a Firefly RK3399), but when debugging the boot sequence through the serial port, it shows this:

How come it works on one board, but not the other?
