menuconfig has no effect when using build.sh

Hi, after I tried to add sshd suport by adding OPENSSH in buildroot, it does not have any changes by the whole firmware packing script 'build.sh'.
I've also tried to delete the whole folder 'buildroot/output' and rerun the build.sh script. But it still has no effect.

What is build.sh script's building actually? Should I make first within buildroot folder?
