Is upgrade_tool open source?

Hi,
I am using upgrade_tool in Linux_Upgrade_Tool_v1.2 to upgrade images.
Due to there are some professional commands such as
ReadFlashID, ReadFlashInfo, ReadChipInfo.

I want to add some commands in upgrade_tool.
I would like to know if the upgrad_tool is open source or not?

Thanks for your hint. I am using rkflashtool_rk3066 as base to implement my requirements.
