Development Board RK-3399 not being listed in lsusb

Hi,
I have purchased RK-3399 development board.
I am facing a problem with TYPE C USB port in the board.
When the board is in recovery mode, the board gets detected in my PC.
But when it is boots properly (normal mode), the board is not listed as a device in my PC.
The USB is continuously getting disconnected, and failing in fusb_state_attach_wait_sink state
please observe the below logs when the usb cable is connected to my PC.
