Merge patch for gstreamer-rockchip

I have received a patch from Rockchip that should handle key frame requests [https://github.com/rockchip-linux/gstreamer-rockchip/issues/82].

Unfortunately the head of Rockchip's gstreamer-rockchip repo differs from the one you maintain so the patch cannot easily be applied.

I have tried building the patched file using the Rockchip repo (built using docker-rockchip) but the resulting package introduces a regression where hardware accelerated encoding fails.
