eth0/eth1 interfaces don't work

We are using RK3568 with our carrier board (custom board) and factory carrier board (devboard).
For network we are using the same chip RTL8211F-CG as on devboard.
As result, eth0/eth1 interfaces don't work. We can't understand what is a reason.

From the information, the PHY device, RTL8211F-CG, is not recognized.
You need to rule out hardware problems, whether the power supply, reset, and clock of the RTL8211F-CG are normal.
