Check Chip Fail

hello,everyone
I'm new to this forum, I have a FirePrime, and this has worked smoothly for me using firefly_ubuntu15.04_201508071519.img, I would like  to generate  FirePrime update.img for me, when I download it to FirePrime board,but I always get  Check Chip Fail

Check Chip Fail
the stuff(packge-file ,parameter, linux-rootfs.img...) get from unpacking firefly_ubuntu15.04_201508071519.img, i just change the linux-boot.img and linux-rootfs.img , and packge them  using the follow commands:
afptool -pack ./ update_tmp.img
img_maker -rk31 RK3128MiniLoaderAll(L)_V2.20.bin 1 0 0 update_tmp.img update.img
Any help will be appreciated.
