Hi, does anyone know how to create a WIFI access point on android RK-3288 board?

You mean hotspot ?
Settings -> more -> portable hotspot

I want to create using hostapd deamon instead using hotspot. What i want to achive is every time i boot up the board the wifi access point is already enable. Is this possible for this board?

It can. Try to turn it on and will be boot up every time you boot on.
Or you can search APP "Tasker" and it can help you do a lot of auto work.
