ADB over USB not working

How do I enable USB ADB? I am using the top port on the USB ports, and enabled the proper settings.
I am able to flash images to AIO board but not connect via ADB. I followed all the steps of the tutorial on both 7.1 and 8.1 but it did not work. I must be confused on enable the host/device setting. Can someone please help?

Try to switch different USB port to connect.
By the way , which PC system you are using ?
