It look like something wrong with eMMC .
You can try the new Firmware. Or wait the SDK update,  
I heard this week will update 3399 source code .

I received my rk3399 board few days ago an I got same problem, I tried Android and flint_os. On flint_os I got kernel panic, on Ubuntu it's stuck on this:

I have solved this problem by decrease eMMC clk frequence from 200MHz to 150MHz.
maybe  there are some problems  about eMMC signal  on Hardware designing.
