SDK Updates:
1）RK3588 Kernel 6.1 SDK version v1.3.0c released.

2）Fixed an issue where some RK3588 models might fail to recognize the USB port during boot.

3）Fixed a conflict between buildroot ext4 formatting and the ramdisk e2fsck tool support on RK3588.

4）Fixed a system crash issue on RK3588 due to GPU sleep/wake-up.

5）Added support for the new RK AI coprocessor for RK1820 & RK1828. Added support for the RK182X development kit.
