Android NDK Camera not work because of legacy firmware

hello. I am developing a native camera app with firefly-rk3399  and OV13580 camera module.
On JAVA side, Camera characteristics report my camera is LEGACY camera.
ndk Camera only support HAL3 (Camera2 API).
I want to replace camera firmware of rk3399 Oreo SDK  to make my camera module become not legacy.
Is this plan valid?
Please help me to use NDK camera.
