Firefly-RK3399 won't boot without Type-C cable connected

Hello:

I have loaded two different Linux releases to the Emmc  and the unit works fine IF the usb Type-C cable is connected.  
If I remove the Type C cable from the Firefly the unit will not boot.  The hdmi monitor does not display anything and the serial monitor is flooded with invalid characters mixed in with some readable info.

This seems to have something to do with receiving power over the type-c usb port.    If I plug the type-c cable in to the PC while the PC is Off the firefly still boots so I assume it needs to sense power at the port in order to boot correctly.

Is there some setting I am missing?   Or is there a jumper on the board?

Nevermind --- looks like it needs the Type-c cable connected if the debug serial monitor is connected.

If both are disconnected it works fine....
